Jairam Budhu, 58, was arrested and charged with a deadly crash that killed Zaalika Rasool and injured her nine-year-old daughter, Sarah, officials said.
Budhu was charged with manslaughter, assault, criminally negligent homicide, leaving the scene of an accident and unlicensed operation of a car.
According to police, Budhu’s black 2002 BMW collided with a Toyota carrying Zaalika and her family. The suspect then fled the crash site on foot.
