Off-Duty NYPD Drunk Officer Kills Pedestrian William Hemphill In Staten Island

An off-duty NYPD cop, Joseph McClean, who had been drinking has been arrested after he struck and killed a 51-year-old man, William Hemphill, in Staten Island earlier today.  The crash occurred on Richmond Terrace near Simonson Avenue in Mariners Harbor at 6:18 a.m.

Police said the 29-year-old officer was driving east on Richmond Terrace when he hit the victim who was crossing Simonson Ave. The man died at the scene.
